On 23 June 2026 the Saudi Council of Ministers approved the executive regulation and REGA published the Geographic Zones Document. The 10 designated zones for Al Madinah where foreign Muslim ownership is permitted — including Knowledge Economic City, Rua Al Madinah and Downtown Madinah — are now drawn on this map with their exact official boundaries, synced directly from REGA's Saudi Properties data. The Haram precinct around Masjid Nabawi remains Saudi-only.
